Dear Colleagues: The American Recovery and Reinvestment Act of 2009 (ARRA) has been approved by Congress, and the federal funding agencies are beginning to release their program specifications and calls for proposals. The University of Colorado at Boulder wishes to encourage and support proposal submissions for these funds.

Institutional Limits: Please note that many of the programs have institutional limits on the number of proposals CU-Boulder may submit. For these cases, we ask that you submit your proposed project in 100-150 words using the "Proposed Project Submission Form" links below, so that we can select the proposals that are the most likely to succeed and that will best further our campus priorities.

Deadlines: The internal and external deadlines for the majority of these grants are very tight, so we urge you to submit your proposals as quickly as possible.

DOE Early Career Research Program

DOE is providing research funding opportunities (up to $750,000 over 5 yr) for promising young scientists in selected fields. The Principal Investigator must be an untenured Assistant Professor on the tenure track at a U.S. academic institution as of the deadline for the application. No more than ten (10) years can have passed between the year the Principal Investigator's Ph.D. was awarded and the year of the deadline for the application (for the present competition, those who received doctorates no earlier than 1999 are eligible).

Qualified subject areas include: Advanced Scientific Computing Research (ASCR); Biological and Environmental Research (BER); Basic Energy Sciences (BES), Fusion Energy Sciences (FES); High Energy Physics (HEP); Nuclear Physics (NP).

The participating NIH ICs have designated at least $200 million in FYs 2009 - 2010 to fund 200 or more grants. Only applications with budgets greater than $500,000 per year for a project period of two years will be considered. The Letter of Intent Deadline is April 27, 2009. The application deadline is May 27, 2009. This NIH Funding Opportunity Announcement (FOA), supported by funds provided to the NIH under the American Recovery & Reinvestment Act of 2009 ("Recovery Act" or "ARRA") solicits through this limited competition applications from domestic (United States) institutions/organizations proposing to develop and implement critical research innovations to advance the research enterprise, stimulate future growth and investments, and advance public health and health care delivery. The purpose of the "GO" grants program is to support high impact ideas that lend themselves to short-term funding, and may lay the foundation for new fields of investigation. NCRR ANNOUNCEMENTS

1. Competition Closed -- High End Instrumentation Grant Program - Letters of Intent are due April 6, 2009 and applications are due May 6, 2009. This program encourages applications from groups of NIH-supported investigators to purchase a single major item of equipment to be used for biomedical research that costs at least $600,000. There are no limits to the number of applications an institution may submit provided the applications are for different types of equipment.
NCRR intends to devote equipment funds provided under the Recovery Act to the Shared Instrument Grant Program and to the High End Instrument Program (PAR-09-118; link above).  These Recovery Act funds are in addition to the expected $60M of program funding for fiscal years 2009 and 2010.<br>

This is a program designed to:

  • provide opportunities for scientists and engineers in training to perform research in broad areas of measurement science at NIST through research fellowships called Research Training Fellowships. Research Training Fellowships will be offered to qualified undergraduate students and graduate students at U.S. universities and colleges, and to postdoctoral researchers, in fields of science and engineering that contribute to NIST’s measurement science programs.
  • provide opportunities for practicing scientists and engineers in the public and private sectors to perform research in broad areas of measurement science at NIST through research fellowships called Senior Research Fellowships. Approximately $120 M has been allocated for new projects through a competitive construction grant program for research science buildings.  Specific program details can be found at http://www.nist.gov/recovery/construction_frn.html.  There is an institutional limit of 1 application per campus. A special NSF Major Research Instrumentation (MRI) Program-Recovery and Reinvestment, or the MRI-R2 program, provides funding for the acquisition and development of instruments too costly for support through other NSF programs.  Similar to the parent MRI program, the MRI-R2 is designed to increase access to scientific and engineering equipment for research and research training in our Nation's organizations of higher education, research museums and nonprofit research organizations. This program seeks to improve the quality and expand the scope of research and research training in science and engineering, and to foster the integration of research and education by providing instrumentation for research-intensive learning environments.   The MRI-R2 program encourages the development and acquisition of research instrumentation for shared inter- and/or intra-organizational use and in concert with private sector partners. The NSF MRI-R2 Program, has a deadline for this year's competition of August 10, 2009 (for details of the competition, see http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf09561)

An institution may submit no more than three proposals (with at least one for instrument development), which requires that we hold an internal competition to select our candidates.  Interested applicants should submit the following to Linda.Morris@colorado.edu by 5 p.m., Tuesday, June 2, 2009: a 3-page summary of the proposal, a letter of support from the chair or dean, and a rough budget.  An ad hoc committee will select the nominees by mid-June, leaving time to complete and submit full proposals by the August 10, 2009, deadline.

Competition Closed -- ARRA- NSF Academic Research Infrastructure Program - Recovery and Reinvestment (ARI-R2) Internal Application Deadline Extended: 5 p.m. Tuesday, June 2, 2009. Full applications due August 24, 2009.
The purpose of the ARI-R2 program is to enhance the Nation's existing research facilities where sponsored and/or unsponsored research activities and research training take place to enable next-generation research infrastructure that integrates shared resources across user communities.  Objectives of the ARI-R2 program include: updating existing research facilities; improving access to and increasing the use of next generation research facilities; and enhance research cyberinfrastructure.
The NSF ARI-R2 program has a LETTER OF INTENT DEADLINE July 01, 2009 and a  FULL PROPOSAL DEADLINE of August 24, 2009 (for details of the program see http://www.nsf.gov/pubs/2009/nsf09562/nsf09562.htm?govDel=USNSF_25)

An institution may submit ONE proposal. For this reason, we are holding an internal selection process to identify the project that will move forward from CU Boulder.  Interested applicants should submit their proposed project in 100-150 words by email to innovation@colorado.edu by no later than 5 p.m. Tuesday, June 2, 2009.   Please include ARI-R2 in the subject head. A selection will be made by mid-June, leaving time to submit a letter of intent and prepare and submit full proposals by the August 24, 2009, deadline.
